The Webelos Program
Note: A Boy Scout Troop is a program for boys ages 11-18 that is adult supervised, but a boy run and led program.
Unlike the Tiger, Wolf and Bear Cub Scout Program, which are one year programs, the Webelos Program is two year program for boys in the 4th and 5th grade. The program can, however, be completed one year by boys that do not join Cub Scouts until the 5th grade.
Instead of working on achievements and electives as other boys in Cub Scouting do, Webelos Scouts work on activity badges and the Arrow of Light Award, which is a bridge to Boy Scouting.
The Arrow of Light Award is the highest award in Cub Scouting and the only rank badge from Cub Scouts that can be worn on the Boy Scout uniform after the boy crosses over to a Boy Scout Troop.
